Brian Butters BSc (Hons) CPhys MInstP

Brian Butters, the principal consultant, founded Meon Technology Limited (MTL) in 2012. A chartered physicist with over 50 years of industry experience, his career has been in defence, IT and medical devices, with particular depth in electronic warfare and expendable countermeasures. He has operated at senior manager and director level across product development, business development and market research, taking technologies from research through to commercially deployed products.

Across several decades with Chemring, he grew a small technical department into a multidisciplinary science and engineering team delivering electronic countermeasures products and advanced modelling and simulation tools for UK and international customers. His roles as Technical Director and Business Development Director covered government-funded R&D programmes, trials management, NATO industrial advisory work, and identification of new defence and non-defence markets.

He has also held managing director roles in both IT and medical device companies, where he established R&D, production, QA, and commercial functions, secured regulatory approvals (including ISO 9001, EN46001 and medical device agency approvals), and led international clinical trials of a surgical microwave device ahead of market entry in North America, Europe, Africa and Asia. This included support for FDA submissions and cost-per-use driven market strategies.

Since 2012 he has operated as an independent consultant through MTL, delivering EW countermeasures research projects to UK MOD and collaborating with academic and specialist radar teams. Throughout his career he has demonstrated strong capability in budget planning, resource management and company-level business planning, complemented by extensive international travel. He maintains a wide network across the UK MoD and allied communities and has proven strengths in analysis, technical writing and stakeholder communication.
